PCS and Debt Recovery Plus are the same company operating under different names. They unlawfully issue parking tickets and have rude and aggressive staff when contacted by phone. They should not be allowed to operate in the U.K., as they are unable to provide any evidence of your PCN. It seems they operate fraudulently.

A Fraudulent Company trading whilst dormant on Companies House. HMRC Being Notified. And to all who get a fine from them, this is what my legal team sent to them. Please feel free to utilise.

Dear Parking Collection Services Team,

I am writing to formally appeal the recent parking charge notice (PCN No. CCTVx0x0x0x) issued on [date] connected to vehicle license plate: XX00 GTH.

This letter outlines my full objection to this charge and details my intended actions should your organization fail to rectify the errors made.

Firstly, I contest the basis of this notice. At no point did I “park” my vehicle in a way that would constitute a breach of parking conditions. I remained within the vehicle with the engine and lights on at all times, using the brief pause to safely assess my route, not to park. Under Section 4 of the Protection of Freedoms Act 2012, “parking” implies that the vehicle has been vacated and left unattended, neither of which applies here.

Secondly, your organization has failed to provide substantiated evidence. According to your own communications, photographic evidence should be viewable within minutes on your website. Despite my attempts to access this evidence in good faith—waiting over 30 minutes and trying multiple browsers—your system consistently failed.

This failure to provide evidence upon request is unacceptable and undermines the validity of your claim. Additionally, I have retained video evidence of these issues to illustrate the inadequacies of your website.

Moreover, I note that the option to upload my own evidence on your site to submit my own photographic or video evidence, was also having issues. I have full video evidence of that. I have enclosed a screenshot illustrating this.

In light of these technical failures, which evidently render your website unfit for purpose, I assert that this PCN is not legally enforceable.

Should you choose not to cancel this PCN, I will escalate this matter. I am prepared to file a complaint with the British Parking Association (BPA) and the Independent Parking Committee (IPC) for your firm’s non-compliance with their operational codes.
Furthermore, I intend to report this issue to the Information Commissioner’s Office (ICO) regarding your failure to provide accessible data.

I also want to address an additional serious concern: I am aware, per Companies House records, that Parking Collection Services is marked as a dormant company. Nevertheless, by issuing parking charge notices, your firm appears to be conducting active business.

The Companies Act 2006 defines dormant companies as entities that do not engage in significant transactions. Should a dormant company engage in trading activities, such as issuing fines, it may be subject to an investigation by HM Revenue & Customs (HMRC) for potentially misleading company registration information and non-compliance with tax and reporting obligations.

I will, therefore, be notifying HMRC to assess your company’s activities and ensure adherence to corporate regulations.

Let this letter serve as my final notice that if this charge is not cancelled within 14 days, I will take these actions to ensure that your business practices undergo full regulatory scrutiny.

Additionally, I require written confirmation that you will correct your website’s malfunctions to allow others to access and upload evidence in order to prevent further breaches of consumer rights.

I received a £60 fine in the post from these guys even though I had paid for a ticket so I have challenged via email and post. They have been sending me very strange emails asking for all my personal details name address etc as they need written consent from the individual who is challenging the PCN (even though that's me). Since ive seen all these reviews explaining they are scammers ive realised I should probably ignore the emails!! How do I make a complaint and to who HMRC?

Just got home to find I’ve received a ticket from these people.
By law they have to provide pictures of any offence you’re accused of.
The tickets aren’t legal,and only way they can get you to pay is by issuing a county court summons to you.
But you’ll be able to put your side to the Judge.
If they take you to county court as the sum is under £500 they won’t be able to claim costs for any legal person.
I’ll be visiting their offices next week to have a word with these people in York Street W1.
Just ignore all the letters and don’t pay as they’ve failed by common law to prove that you’ve committed an offence,as they need to send pictures of your car on their land.

I visited their so called offices which is a scam they make millions,but pay money every quarter to receive letters at this posh address in the west end!
Just shows what a Micky mouse company they’re,and you can’t sue them as they haven’t got any property at this address!

A Friend of mine got a parking ticket with another cowboy firm.

We made a legal defence,and won.

Anyone has my permission to use our defence against this cowboy outfit.

Received a fine for parking in London despite living in Liverpool and thought my plate had been cloned. Logged on to their site to view the photos and it is a silver van, I drive a black car with a totally different registration plate! Sent them an email and got a response saying it can take them up to 28 days to reply and I 'should call for an immediate response' I am typing this 1hr 20minutes in to being on hold/in a queue.

Would give zero stars if I could. A cowboy company pretending to be a professional company. Stopped to drop off passenger and was sent a ticket two weeks later saying I was illegally parked even though I was still in my car and moved off swiftly. Tried to appeal but the RUDE operator on the phone said they can’t confirm if they’ve received it or not and won’t check. When I went to pay there was no image available of my car being “illegally parked” and the loading icon is literally the image. Scummy individuals pretending to be a part of the BPA to try and scam others out of their money.

First of all I’d like to say the parking wardens are very unprofessional and so is the staff, received a fine through post which was not even given to me asked the warden at the time and he stated no I have not issued you a fine as you’re in the car and and you’re moving, I asked him few time if he was sure and he re-assured me that he did not issue a parking fine, a week later I receive a fine which I was not expecting. Rang PCS to clarify and the gentleman on phone was very rude and was not ready to help in anyways, I then appealed online on their website which got rejected after 2 weeks and the reason was “ your appeal has been rejected as I am satisfied that this PCN was issued correctly.” When clearly it wasn’t. Then I rang the company to pay the fine and give them a feedback on the warden but the person I was talking to completely disagreed with me was not ready to listen to a word I was saying and kept saying the warden only said that because our wardens get assaulted etc. my response was on a genuine question why would a warden lie just because the other wardens received abuse and it’s not the case for everyone.
Very unprofessional and lying company. I hope someone from company acknowledges this and re-train their staff and wardens for specially not lying to people they issue tickets to and also next time stick the ticket on the car and if their warden says he didn’t issue a ticket then don’t Harass people by sending threatening letter to people just because their warden messed up. They wouldn’t even get one star but unfortunately there is no option for 0 or -10 stars.
